Weekend View: Mystery Behind the Death of Neha Chhikara at Sea

drowning Here is the tragic story on the death of 23 year old Neha Chhikara, who was reported missing from Royal Caribbean’s cruise ship Monarch of the Seas on December 31, 2009 near the Bahamas in the Atlantic on New Year’s Eve.

More disturbing information available are:

  • Neha Chhikara, a former air hostess was the wife of Ankit Dalal, a crewmember of the same cruise ship.
  • Later it was found from the vessel’s security camera footage that she jumped overboard from the 11th deck of the vessel.
  • Indian press reports that
    • the reason for her death as dowry harassment by Ankit Dalal who married her in 2008.
    • few hours before going overboard, she had sent an e-mail to her brother Anuj Chhikara in India that reads: “Ankit has been beating me up every day… I have lost the strength to live and am very depressed. I do not think he wants me to work on this ship. He has threatened me that he would get my appointment cancelled… I am under extreme torture…”
  • U.S Coast Guard launched a search operation by deploying their aircrafts and Coast Guard Cutter Cormorant but she could not be located.
  • Ankit Dalal reported about her disappearance only after nine hours of the incident, a possible reason for the unsuccessful search operations.

Weekend View: First Women Naval Observers of Indian Navy

Indian_Navy_Aviation Sub Lieutenant Seema Rani Sharma and Sub Lieutenant Ambica Hooda are now the first women observers of Indian Navy’s Naval Aviation wing. After completing their final phase of training from Observer School in INS Garuda, they passed out on November 20 from Southern Naval Command, Kochi. The parade was reviewed by Rear Admiral Sudhir Pillai, Flag Officer Naval Aviation. The Short Service Commissioned Officers, will be appointed as Electronic Warfare Sensor Officers in Dornier maritime reconnaissance squadrons that is used for transportation and aerial surveillance.

Weekend View: North and South Korea Navy Clash at Sea

North_South_Korea Navies of North Korea and South Korea clashed at their western sea border on November 10.

It is reported that as North Korean ship crossed the disputed western sea border, South Korean naval ship fired warning shots. North Korean ship fired back. During a two-minute exchange of fire, the North Korean ship caught fire and was heavily damaged. One North Korean officer was believed killed and three other sailors wounded. The South Korean ship was only lightly damaged and there were no South Korean causalities.

North Korea has demanded an apology from South Korea for the exchange of fire near the disputed Yellow Sea border calling it a grave armed provocation. In the past both the Navies had clashed in 1999 and 2002.

Weekend View: USS New York (LPD 21) Commissioned

USS_ New_York_LPD21_3 USS New York (LPD 21), the amphibious transport dock ship was commissioned in New York on November 07.

The ship has 7.5 tons of steel in her bow that was salvaged from the World Trade Center towers. The warship will be deployed to support humanitarian, amphibious assault, special operations and expeditionary warfare missions around the world. Norfolk, Va. will be the home port for  USS New York.

Weekend View: Great Escort of Mighty Servant by Belgian Frigate Louise Marie

Here is the view of the great escort of the Mighty Servant 1 in the Gulf of Aden, by Belgian frigate Louise-Marie (F 931) of European Union Naval Force (EU NAVFOR) – Operation Atalanta on September 13 and 14 (this view was missed out by me in September).

Mighty Servant 1, a 29,000-ton semi-submersible heavy-lift ship was transiting from the Maldives to Norway with the hull of the North Sea Gjøa platform of Statoil ASA constructed by Samsung shipyard in South Korea. The escort initially provided by Louise-Marie was later completed by Swedish corvette Malmoe.

India: 28th Coast Guard Commanders Conference Going On

28th_Indian_Coast_Guard_Commanders_Conference_1 The 28th Coast Guard Commanders’ Conference commenced at New Delhi on October 28. The Defence Minister Shri AK Antony has said that the Government is making all out efforts to help Indian Coast Guard to be one of the finest Coast Guards in the world in a couple of years.

Some interesting information available from this three day 28th Coast Guard Commanders’ Conference are:

  • Government has sanctioned nearly 3,000 additional personnel at various levels and this is expected to be filled up on priority.
  • Coast Guard is in the process of acquiring 20 Fast Patrol Vehicles (OPVs), 41 Interceptor Boats, 12 Coastal Surveillance Aircraft (Dorniers) and 7 off-shore Patrol Vehicles(OPVs).
  • Work is in progress to set up a chain of 46 Coastal Radars spanning 9 Coastal Stations across the country.
  • Nine new Coast Guard Stations have been approved.
  • A new Regional Headquarters at Gandhinagar, Gujarat will facilitate synergy between the Coast Guard, State Government and other Central Government Organisations.
  • Steps are being taken to enhance the efficacy of Coast Guard surveillance and Search and Rescue operations.

Weekend View: Illegal, Unreported and Unregulated (IUU) Fishing

Fishing Illegal, Unreported and Unregulated (IUU) Fishing is taking place world wide. To conserve and manage the world’s fisheries, more than 17O Members of the Food and Agriculture Organization of the United Nations (FAO) adopted the Code of Conduct for Responsible Fisheries in 1995. The Code is voluntary and is applicable to all involved with fisheries. In 2001, the Members of FAO developed an International Plan of Action to Prevent, Deter and Eliminate IUU Fishing (IPOA-IUU) to address this problem.

IPOA-IUU defines

  • Illegal fishing as activities:
    • conducted by national or foreign vessels in waters under the jurisdiction of a State, without the permission of that State, or in contravention of its laws and regulations;
    • conducted by vessels flying the flag of States that are parties to a relevant regional fisheries management organization but operate in contravention of the conservation and management measures adopted by that organization and by which the States are bound, or relevant provisions of the applicable international law; or
    • in violation of national laws or international obligations, including those undertaken by cooperating States to a relevant regional fisheries management organization.
  • Unreported fishing as activities:
    • which have not been reported, or have been misreported, to the relevant national authority, in contravention of national laws and regulations; or
    • undertaken in the area of competence of a relevant regional fisheries management organization which have not been reported or have been misreported, in contravention of the reporting procedures of that organization.
  • Unregulated fishing as activities:
    • in the area of application of a relevant regional fisheries management organization that are conducted by vessels without nationality, or by those flying the flag of a State not party to that organization, or by a fishing entity, in a manner that is not consistent with or contravenes the conservation and management measures of that organization; or
    • in areas or for fish stocks in relation to which there are no applicable conservation or management measures and where such fishing activities are conducted in a manner inconsistent with State responsibilities for the conservation of living marine resources under international law.

Weekend View: Thekkady Boat Tragedy

Thekkady A tourist boat capsized on September 30 in Thekkady. 42 passengers drowned (nearly half of them are children) and lost their lives.

Some disturbing reports on this tragedy available are:

  • The double decker boat ‘Jalakanyaka’ is operated by Kerala Tourist Development Corporation (KTDC).
  • The boat capsized at a depth of 40 to 50 feet in Periyar Lake at Periyar Wildlife Sanctuary, Thekkady around 1730 hrs IST.
  • The Indian Navy diving team from the Southern Naval Command reached the Thekkady boat accident site early morning on October 01 and  commenced rescue operations at first light.
  • Reasons reported for the accident
    • boat was over crowded than the rated capacity.
    • passengers suddenly moved to one side of the boat to watch some wildlife and the boat capsized due to that.
    • not the fault of passengers, the boat was listing from the time of departure and capsized while turning.
  • other reports on the boat
  • Timings for boat cruises on the Periyar Lake: 0700, 0930, 1130, 1400, 1600 hrs.
  • A judicial probe is being set up by Kerala government to investigate the accident.

Weekend View: Operational Floating Wind Turbine – Hywind

The world’s first full-scale floating wind turbine, Hywind pilot is operational in the North Sea from September 08. Hywind pilot of StatoilHydro comprises a 2.3 megawatt wind turbine operating from a float used for applications like oil production platforms and offshore loading. Siemens Wind Power company in Denmark has manufactured the turbine, France’s Technip has built the float and Nexans has laid the power cable to land.
