Not a Surprise: Use of Sea Route for Terrorist Attacks in Mumbai

No one can deny that India is a victim of terrorism. India always learns from mistakes (most of the times takes long time to learn), and instead of taking preventive actions believes more in taking corrective actions to set things right. It is well known that terrorists are free to launch their attack on their desired targets through land, air, sea routes. Media reports coming now are confirming use of sea route to launch terrorist attacks in Mumbai on November 26. Was the attack a surprise ? or Was it expected ? Read more to judge yourself.

Use of land routes:

  • When land routes were frequently used for terrorist operations, India stepped up security in the borders and now
    • terrorists find it difficult to reach their targets with arms and ammunition due to strict vigil in the land borders by the security forces.
    • multiple check points are available on land to nab them even if they manage to evade at one point.

Use of air routes:

  • Air routes were used in the past to hijack passenger aircrafts for terrorist operations. By learning from the experience of IC 814 hijacking in 1999, observing 9/11 attacks in U.S in 2001, India in 2005 decided to shoot down hijacked aircraft in case of conclusive evidence to be used as a missile, like the 9/11 terror attack. Further due to strict vigil in air ports, use of passenger aircrafts for terrorist operations has reduced.
  • Use of Unmanned Air Vehicles (UAV) for terrorist operations is difficult as of now, because
    • if UAV is small to avoid detection, then range is short and pay load is also small.
    • if UAV is large, then it can be easily detected and launch facility also would require more space.

Also terrorists are yet to acquire this expertise on use of UAVs.

UNOSAT Releases 3D Map of Piracy Incidents in the Gulf of Aden for 2008

unosat UNOSAT has released an amazing 3D map of piracy incidents in the Gulf of Aden for 2008 (as on November 21). Incidents that have occurred within 5 km of the Maritime Security Patrol Area (MSPA) following implementation on August 26, 2008 are shown in the map.

Three types of piracy incidents are shown in the map:

  • ‘ Hijacking ‘ where pirates have taken control of a ship.
  • ‘ Attempted Hijacking ‘ where pirates have deployed weapons and attempted to board a vessel but failed.
  • ‘ Suspicious Approach ‘ where a vessel has followed or chased another ship.

Note: a number of reported ‘ Suspicious Approach ‘ incidents may represent accidental vessel approaches misperceived as a pirate threat. This is an initial assessment and has not been independently verified.

Terrorists may have Used Sea Route to Launch Attacks in Mumbai

Terrorist attacks in Mumbai have taken place in the past also. But the terrorist attack in Mumbai during the night on November 26 is something different. About 101 people were killed and around 900 injured during the terrorist attack and follow up actions in 10 sites in Mumbai. It is reported that the terrorists have reached Mumbai through sea route.

Some of the disturbing reports available are:

  • Eye-witnesses have said that they had seen young men in their early twenties carrying heavy rucksacks coming from high speed boats off the Gateway of India.
  • Maharashtra Chief Minister Vilasrao Deshmukh has also stated that the terrorists got ashore in South Mumbai from boats.
  • Indian Navy, Coast Guard ships and two marine surveillance aircrafts and choppers were pressed into service off Mumbai coast to look for ‘Mother Ship’ which could have ferried the terrorists who carried out attacks.
  • The Indian Navy says that they have boarded a cargo vessel MV Alpha suspected to have involved in bringing the terrorists to Indian shores. Further reports are expected.

Joint Australian Tsunami Warning Centre Launched in Melbourne

Joint Australian Tsunami Warning Centre (JATWC), part of the Australian Tsunami Warning System (ATWS) was officially launched in Melbourne on October 31. The JATWC can now assess any threat to Australian shores within 30 minutes from the time an undersea earthquake is detected. The JATWC also joins a network of international tsunami watch centres that cooperate under arrangements coordinated by the UNESCO Intergovernmental Oceanographic Commission (IOC).australia_tsunami_threat

Australia has potential tsunami threat from the Sunda Trench and Timor Trough (see map on the right). As a consequence of Indonesian tsunami on December 26, 2004 the Australian government realized the necessity to have an independent capability to detect, monitor, verify and warn the citizens of the existence of tsunami and possible threats to Australian coastal locations and offshore islands.

Some of the interesting features of the Australian Tsunami Warning System (ATWS) are:

  • Under the Federal Budget of 2005, Geoscience Australia (GA), the Bureau of Meteorology (the Bureau) and Emergency Management Australia (EMA) were entrusted with the task of upgrading the Australian Tsunami Alert System to a fully operational, early warning system - the Australian Tsunami Warning System (ATWS) - by June 2009.
  • Four-year project at a cost of $68.9 million.

Danish Cargo Ship Groundings from 2000 to mid 2008: Safety Study by DMA

Danish Maritime Authority (DMA) has recently investigated and released a report on ” Danish Cargo Ships Groundings 2000 to 2008 “. The purpose of the investigations is only to bring out the sequence of events leading to the groundings so that seafarers can prevent similar incidents in future.

Some of the interesting features of the report are:

  • the study covers Cargo ships of above 300 GT for the period: January 01, 2000 to June 30, 2008.
  • incidents of ships hitting piers, light houses, bridges are not included in the study.
  • study includes cargo ships of Denmark and Greenland.

Dubai to Welcome QE2 to Transform to A Floating Hotel by 2011

Queen Elizabeth 2 (QE2) is expected to arrive at Dubai port Mina Rashid on November 26. On arrival she is going to be greeted at The World islands by a flotilla of local yachts, boats and leisure-craft led by a Royal Navy Frigate and helicopter. Also there is going to be a spectacular fly-past by one of Emirates’ newly acquired Airbus A380.

QE2 departed Southampton on November 11 after a farewell from HRH Prince Philip, the Duke of Edinburgh, and a fly-past by a Harrier jump jet.

At Dubai,

  • QE2 will undergo a transformation to become an ultra-luxury floating hotel.qe2_palm_jumeirah1
  • She is set to be a luxurious residential, entertainment, marina, and hotel development off the eastern trunk side of Palm Jumeirah.
  • A heritage museum displaying artifacts from QE2 and of local maritime history will also be an added attraction in the precinct.
  • Nakheel has already commenced construction on a luxury marina development on Palm Jumeirah to position QE2 as a pinnacle on a palatial pier that will stretch 300 metres out from the trunk into the waters of the Arabian Gulf.
  • Reclamation for the pier is expected to finish by this year end and the entire QE2 project is scheduled for completion in 2011.

Royal Australian Navy to Go on Two Months Christmas Holidays

The Royal Australian Navy is planning for two months long Christmas holidays. The Australian Defence Minister Joel Fitzgibbon has stated that Christmas shutdown from December 03 to February 03 would encourage the Royal Australian Navy staff to avail a long break and to be more family-friendly.

However, the Deputy Chief of Navy, Rear Admiral Davyd Thomas, RAN, has clarified that the Christmas stand down period is part of the Chief of Navy’s “New Generation Navy (NGN)” program, and will not have any adverse impact on national security.

The NGN program was initiated as the navy is facing severe staff shortages of about 2,020 skilled staff and a 27 percent yearly recruitment shortfall, compounded by 11 percent of staff quitting the service each year.

Oasis of the Seas, the world’s largest cruise liner has been launched on November 20. Oasis of the Seas is expected to be ready for operation to the Royal Caribbean International in end 2009. The vessel is under construction at STX Europe’s (erstwhile Aker Yards) Turku shipyard, Finland and 65 percent work is already completed.

Some of the interesting features of Oasis of the Seas (yard no 1363) to justify the vessel as the world’s largest cruise liner are:

Hotel Atlantis, The Palm: Opens at Palm Jumeirah Artificial Island of Dubai

Hotel Atlantis, The Palm is now open. The grand opening party at a cost of US $20 million was attended on November 20, by over two thousand film stars, pop stars, super models and billionaires from around the world.

The inauguration was followed by the largest display of one million rocket firework display with 100 computer guided rockets, seven times bigger than Beijing Olympics.

The US $1.5 billion mega resort with 1,539 rooms is located in Dubai’s Palm Jumeirah artificial island.

Somali Pirates have Lavish Life Style or Rot in Jail

In Somalia, almost all the coastal villages are supporting piracy at sea.

  • hire necessary muscle power from unemployed youth to use weapons and communication equipment.
  • buy sophisticated guns, Rocket Propelled Grenade launchers, satellite phones and luxury vehicles from foreign businessmen.
  • hire poor fishermen to provide their boats and navigational skills at sea to capture the vessel.
  • look after hostages well and they try their best to provide good food, drinks and cigarettes.
  • successfully collect ransom.

Interesting information is available on the lavish life styles of Somali pirates. Some of the interesting features of Somali pirates and their lavish life styles are:

  • Piracy in Somalia is in many ways socially acceptable.
  • Most of the Somali pirates are young, between 20 and 35 years of age.
  • On an average Somali pirates collect a ransom of $2 million for each captured vessel.
  • Somali pirates have money; they have power; and they are getting stronger day by day.
  • Somali women say “Marrying a pirate is every Somali girl’s dream. He has power, money, immunity, the weapons to defend the tribe and funds to give to the militias in civil war.”
  • Somali pirates wed the most beautiful girls; they are building big houses; they have new cars; new guns.
  • “One night I got $1,000 from a pirate,” a prostitute from Djibouti said. “But the luckiest is to sleep with the group leader. You get $3,000.”
  • a 36 year old mother of five says “Our children are not worrying about food now, and they go to Islamic schools in the morning and play soccer in the afternoon. They are happy”.
  • Educated Somali youth says “Women here don’t talk to you if you are not a pirate”
  • Somali pirates don’t mind to look after the hostages well as they get hefty ransom in return.  Special restaurants have come up to supply food for the crews of the hijacked ships.

Somali pirates rarely go to jail. But what happens to those Somali pirates who are sent to jail ? How the pirates rot in Somalia jail ?

Somali Pirates Shift to Kenyan Coast and Seize VLCC Sirius Star

As Gulf of Aden is crowded with multinational warships and as Danish Warship Absalon, Indian Navy Ship Tabar, HMS Cumberland show no mercy to Somali mombasapirates, it seems that Somali pirates are shifting their operation to Kenyan coast. This is confirmed by the fact that Very Large Crude Carrier (VLCC) Sirius Star was hijacked on November 16 by Somali pirates off Kenyan coast.

Some of the interesting features of VLCC Sirius Star and the piracy attack off Kenyan coast are:

  • The fully laden Sirius Star, VLCC belonging to Dubai-based Vela International Marine Ltd., was seized by pirates  approximately 420 nautical miles southeast of Mombasa, Kenya.
  • The VLCC is now believed to be at anchor off the coast of Somalia.
  • All 25 crew members on board (2 British, 2 Polish, 1 Croatian, 1 Saudi and 19 Philippines nationals) are believed to be safe.
  • The vessel is 332 metres long and is larger than the size of an aircraft carrier.
  • The vessel can carry about 2 million barrels of oil and the estimated value of oil cargo onboard is USD 100 million.
  • The Sirius Star is built to the latest maritime regulations by Daewoo Shipbuilding and Marine Engineering Co. Ltd., Korea.
  • The vessel joined Vela International Marine Ltd., fleet in March this year.
